Mission
The Gas Pipeline Project Office facilitates permitting for an Alaska natural gas pipeline under AS 43.90, coordinates action by multiple state agencies to ensure prioritization of the natural gas pipeline project, monitors and ensures compliance of the licensee under the Alaska Gasline Inducement Act.

Kurt Gibson, Director
Prior to accepting the Director’s position at GPPO, Kurt Gibson served as Deputy Director of the State of Alaska’s Division of Oil & Gas. Gibson has over two decades of experience in the energy industry dealing with issues spanning the technical, commercial and public policy aspects of that business. After having earned a Bachelor of Science in Petroleum Engineering from the University of Oklahoma in 1990, he focused specifically on the natural gas segment of energy project development – planning and overseeing pipeline and facility design and installation projects. Natural gas deregulation provided the opportunity for Gibson to shift from natural gas operations to the commercial side of the business – wholesale trading and marketing of physical natural gas, natural gas derivative instruments, and negotiating structured products customized to specific client needs. Kurt was raised in Anchorage and attended K through 12th grade in Mid-town and East Anchorage.
Larry Ostrovsky, Deputy Director
Prior to accepting the position of Deputy Director at the GPPO, Larry Ostrovsky was a Petroleum Land Manager with the Department of Natural Resources, Division of Oil & Gas. Larry has extensive experience in Alaska’s natural resources as an attorney in public and private practice and as a legal and policy advisor to state agencies. He served as the Chief Assistant and Statewide Supervising Attorney General in the Alaska Department of Law’s Oil, Gas and Mining Section. In addition to serving as the Associate Director for Energy and Public Lands in the Washington D.C., office of the Alaska Governor and as Special Assistant to the Commissioner of Natural Resources, Larry was an attorney with the law firm of Birch, Horton, Bittner and Cherot. Larry received his Juris Doctor at Lewis and Clark Law School and a Bachelor of Arts degree at St. John’s College in Annapolis, MD.
